GST Registration Changes 2026: New Document Checklist, Faster Amendments and Automatic Cancellation

The short answer

After the 57th GST Council meeting, the rules on getting, changing and cancelling a GST registration have been rewritten:

  • Circular No. 257/03/2026-GST (26 October 2026) gives applicants a detailed, premises-by-premises checklist of documents. It also limits when an officer may raise a query on a new application.
  • Notification No. 05/2026-Central Tax (the CGST (Amendment) Rules, 2026) substitutes the rules on amendment (rule 19) and cancellation (rules 20 to 22), adds rule 14B for small e-commerce sellers, and adds rule 23A for system-driven revocation. Most changes apply from 1 November 2026. Some apply from 1 December 2026, and the suspension and cancellation overhaul from 1 April 2027.

Applying for registration: the Circular 257 checklist

The circular addresses the most common reasons applications are delayed or rejected: missing, inconsistent or illegible documents. For the principal place of business, the proof depends on how you hold the premises:

  • Owned by you. Upload the latest property tax receipt, municipal khata, electricity bill or water bill in your name, with the full address matching the application. A property owned by a parent, spouse, sibling, partner or director is not "own" premises. Choose consent, rented or shared instead.
  • Rented or leased. Where the agreement must be registered under local law, upload the registered agreement. Otherwise, upload the agreement plus one of the owner's documents above. An electricity or water bill in the tenant's own name, with a valid rent agreement, can replace the landlord's proof. With no agreement at all, the circular provides an undertaking format (Annexure V) along with a utility bill showing your possession.
  • Consent (family member, partner or director owns it). A consent letter in the Annexure VI format, signed by every co-owner and stating the relationship, plus one of the owner's documents.
  • Co-working space. The membership agreement showing the period and the allotted desk or cabin, plus the provider's ownership document or its registered lease from the owner.
  • Deceased ancestor's property. An affidavit (Annexure IV), the death certificate, and an ownership document.

Maharashtra-specific: applications in Maharashtra (among a few other States) must give the electricity board and consumer number for the principal place of business.

Unmanned installations such as telecom towers and bank ATMs need not be declared as places of business. Bank details are not mandatory in the application under rule 10A, but the circular advises giving them where available. The account must be in the applicant's name and on the applicant's PAN.

How fast an application should move

  • With successful Aadhaar authentication, the application is to be processed within seven working days.
  • Without it, or where physical verification is triggered by risk parameters or ordered with approval, the limit is thirty days, after physical verification.
  • Small suppliers whose output tax on supplies to registered persons is under ₹2.5 lakh a month can opt for the simplified registration under rule 14A, granted automatically within three working days.
  • An officer may raise a query in REG-03 within seven working days, and only in the cases the circular lists: an incomplete or illegible document, an address that does not match the proof, or an incomplete address.

If an earlier registration on the same PAN was suspended or cancelled by the department, file every pending return, including the final return in GSTR-10, and clear any dues before applying again.

Changing your registration: new rule 19

A change must be applied for in REG-14 within fifteen days of the change. From 1 November 2026:

  • Changes other than the principal place of business take effect on submission, once the portal's online validation is complete. No officer approval is needed.
  • A change of principal place of business goes to the officer, who must approve within fifteen days or raise a query in REG-03 within the same fifteen days. You reply within seven working days. If the officer does not act in time, the certificate is deemed amended. If you do not reply to a query, the application is deemed rejected.
  • From 1 December 2026, persons registered under rule 14A (who have not opted out) can change their principal place of business on submission too.
  • A change of legal name, or of partners, directors, karta or trustees, applies to all registrations on the same PAN.
  • A change in constitution that changes the PAN still needs a fresh registration.

Cancelling on your own request: new rule 20 (from 1 November 2026)

  • Apply in REG-16 within thirty days of the event that warrants cancellation (the 30-day limit does not apply on the death of a sole proprietor). Include the stock and capital goods held, and the tax on them.
  • Every return due up to the application date must already be filed. Where GSTR-1 for a period has been filed, the GSTR-3B for that period must be filed too.
  • Your registration is suspended from the application until the cancellation is complete.
  • Where the remaining returns are filed on time, dues are paid and the conditions in the rule are met, the portal cancels electronically (REG-38) from the date you asked for. Those conditions include output tax on supplies to registered persons never having exceeded ₹2.5 lakh in any month.
  • Otherwise the officer must cancel or raise a query within fifteen days, and decide within fifteen days of your reply. If the officer does not act in time, cancellation is deemed approved.
  • After cancellation, the officer can propose an earlier effective date only through a REG-34 notice. If no order follows within sixty days, those proceedings are deemed dropped. Once changed, the date cannot be changed again.

From 1 April 2027: automatic suspension, cancellation and revocation

Substituted rules 21A and 22, and new rule 23A, move non-filing cases onto the system:

  • Who is caught: monthly filers with returns pending for six continuous months; quarterly filers with two tax periods pending; composition taxpayers with the annual return more than three months late; anyone without bank details under rule 10A.
  • The portal can suspend such a registration and send an intimation in REG-31. Filing the pending returns, or furnishing the bank details, within thirty days revokes the suspension automatically.
  • Otherwise the registration is deemed cancelled by the portal (REG-38).
  • Under new rule 23A you can apply for revocation within 180 days in REG-21. Once the returns are filed with tax, interest and late fee (or the bank details furnished), revocation is deemed approved. Returns for the gap period must then be filed within thirty days.
  • In cases the officer starts, a reply to the REG-17 notice is due within seven working days. The officer then decides within thirty days.

New rule 14B: selling through e-commerce in other States

A seller registered in one State can register in another State where it has no physical presence by declaring an e-commerce operator's warehouse as its principal place of business. Three conditions apply:

  • the supplies are made through operators who collect TCS under section 52;
  • output tax on supplies to registered persons stays within ₹2.5 lakh a month;
  • the operator consents within seven working days.

Aadhaar authentication and physical verification happen in the home State.

What to do now

  • Applying: match the document to how you hold the premises. That one point drives most queries. Opt for Aadhaar authentication to get the seven-day processing time.
  • Changing details: file REG-14 within fifteen days of the change. Outside the principal place of business, the change is now immediate.
  • Closing a business: file all due returns before applying in REG-16, and apply within thirty days of closure.
  • Behind on returns: catch up before 1 April 2027, when suspension and cancellation become automatic.
